Abstract

The article specifies the elements of the civil service that are important for the management system that ensures economic, social and political development. The civil service is considered in the context of the public administration system and from the point of view of existing paradigms. A new model for assessing the civil service is proposed. Unlike other approaches, it is based on the systemic links of public administration and allows you to identify the nature and direction of the necessary measures. The study is based on data obtained in a standardized format by experts in HR management, researchers and practitioners at different levels of government in the United States and Germany.
